It could be the float in your carburetor sticking. The bowl is easy enough to remove and clean.

You don,t mention how old the mower is, but most lawn mowers built science 1985 have a low oil censor in the block. If oil level gets low censer will kill motor so engine dosen't lock up.If oil level is ok then ignition coil is bad.
