Is there a trick to removing this clamp or should I just cut it off and replace it with a different kind.

most clamps on newer cars are not meant to come off, you just loosen them and the duct piece slides off and the clamp stays in position. just loosen the clamp and wiggle the duct back and forth and it should come off and the clamp should stay in place. then just slip the duct back on and tighten the clamp up
